This question lies at the heart of the DIRECT project and of its first major project result, the newly published Erantzukizun Digitalaren Kontzeptu Esparru Txostena.

The report establishes the conceptual and educational foundation for the next stages of the DIRECT project. Rather than treating Digital Responsibility as a set of abstract ethical principles or legal requirements, the framework approaches it as a competence that can be learned, developed and applied in different contexts. In DIRECT, Digital Responsibility means having the capacity to design, develop, use and govern digital technologies in line with ethical principles while considering their social, environmental and economic consequences.

From principles to practical competences

To make this broad concept easier to understand and use in education and training, the framework brings together recurring ideas from existing Digital Responsibility, digital ethics and AI ethics approaches and organizes them into 4 overarching domains:

Make it Fair, focusing on inclusion, accessibility, democratic participation, fairness and human rights.

Make it Good, addressing sustainability, responsible value creation, open-source practices and data ethics.

Make it Safe, covering privacy, information governance, risk management and cybersecurity.

Make it Understandable, emphasizing transparency, accountability, responsibility and clear communication.

These four domains provide the “WHAT?” of Digital Responsibility. The framework then connects them to the “HOW?” – how Digital Responsibility can be translated into concrete learning outcomes and educational practice.

A bridge between ethics, education and the labour market

One of the key outcomes of the report is the mapping of the 4 principles to the European Skills, Competences, Qualifications and Occupations (ESCO) classification of skills and competences. This translates high-level ethical ideas into 16 concrete competence areas that can be developed, demonstrated and assessed. The report further illustrates these areas through practical examples and good practices, helping educators and learners understand what responsible digital behaviour can look like in real situations.

The framework also integrates Bloom’s Taxonomy to support progression from basic awareness and understanding to application, analysis, evaluation and creation. This makes it suitable for developing learning pathways, assessments and case-based activities built around real-world digital dilemmas.

Why this Framework matters for DIRECT?

The Digital Responsibility Conceptual Framework is not a standalone publication. It is the foundation for several of DIRECT’s upcoming outputs, including the learning pathways and training modules, the Skills Analytics Engine and the project’s digital learning platform. It is designed to be flexible enough for higher education, vocational education and training, and professional upskilling, while remaining aligned with major European competence frameworks. With this first major result, the DIRECT partnership takes an important step from discussing what responsible digitalization should mean to defining the competences people need to put it into practice.

Explore the full Digital Responsibility Conceptual Framework Report

Whether you are an educator, learner, researcher, business professional, policymaker or simply interested in the ethical use of digital technologies, the report offers a structured and practical introduction to Digital Responsibility and the skills needed to support it. Click here to access the Digital Responsibility Conceptual Framework, read the full report, and download the document to explore DIRECT’s first major project result.

What’s Next for the DIRECT project?

The publication of the Digital Responsibility Conceptual Framework marks an important milestone for the project, but it is only the beginning. Building on this foundation, the partnership will now move forward with the development of the project’s next key activities and results, including Skills Analytics Engine, learning pathways, training materials and practical tools designed to help learners and professionals strengthen their digital responsibility competences. Over the coming months, the partnership will continue turning the project’s research and conceptual work into concrete resources that can be used in education, training and professional development.

Stay tuned to the DIRECT website and social media channels on LinkedIn eta Facebook to follow our progress, discover the upcoming project results and be among the first to access the new learning resources as they become available!

[31,33

post-2442","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-digital-responsibility-resources","category-direct-milestones
["https://directproject.eu/wp-content/uploads/2026/10/Social-media-images-1024x768.jpg",1024,768,true
Guides, toolkits and learning materials created by DIRECT to build practical skills in responsible technology and data use.
Guides, toolkits and learning materials created by DIRECT to build practical skills in responsible technology and data use.
["GET
